Background & context

The challenge the Lake Champlain–Lake George Regional Planning Board was solving was not about motivation. Business owners across Clinton, Essex, Hamilton, Warren, and Washington Counties were capable and experienced. What they lacked was access — to financial modeling, strategic planning, and capital-readiness expertise that could turn their strengths into durable growth.

In rural economic development, proximity to professional advisory services is not a given. A business owner with a strong market and clear growth ambition may still have no practical way to access the kind of guidance urban entrepreneurs take for granted.

The LCLGRPB designed its Small Business Technical Assistance Program to close that gap — not with a standardized curriculum, but with rolling, demand-driven support tailored to businesses at every stage, from early concept to stabilization, financing, expansion, and succession.

The engagement with Revby began in August 2023 and continued into 2026, focused on independently owned businesses with fewer than 25 employees.

Revby served as the LCLGRPB’s hands-on delivery partner, managing each engagement from initial assessment through implementation and reporting.

The work began with diagnosis — identifying the real constraint behind each request, not just the one first stated.

From there, Revby assembled the right expertise: business planning, financial projections, cash-flow analysis, capital-readiness guidance, marketing strategy, website development, pricing, operational planning, or succession analysis, depending on what each business actually needed.

Final impact

The Lake Champlain–Lake George Regional Planning Board now has a documented, replicable model for delivering high-quality technical assistance across a large, geographically dispersed region — one that can support business resilience and regional economic stability over time.

Businesses across the Adirondacks became more viable, more finance-ready, and better positioned to contribute to the regional economy, not through a single intervention, but through sustained, expert guidance that met them where they were.

Program outcomes

  • First cohort: 20 businesses enrolled, 17 completed comprehensive engagements, 466+ consulting hours delivered, 54 business-specific deliverables produced.
  • Second cohort: 13 businesses enrolled, 11 actively engaged, approximately 260 consulting hours and 25 deliverables completed or underway.
  • Five supported pre-startup businesses subsequently reported as operational.
  • Engagement scope tailored per business, reflecting individualized depth rather than standardized delivery.
  • LCLGRPB gained a replicable regional model for rural technical assistance that can be sustained and extended across future program cycles.
